The City of Henderson Community Development Department has developed a COVID-19 Rental Assistance Program with funding awarded by the CARES Act.  This program will offer rental assistance to eligible low-income renters living in the City of Henderson who are delinquent on rent or unable to pay rent due to a loss of income related to the COVID-19 pandemic.

On January 31, 2026 the City of Henderson will submit its 2024 Consolidated Annual Performance Evaluation Report ( CAPER) to the U.S. Department of Housing and Urban Development. The CAPER details how the City utilized Community Development Block ( CDBG ) funds allocated for the period of July 1, 2024 through June 30, 2025. The report includes a summary of resources, accomplishments, and an evaluation of progress made during the last year in addressing identified priority needs and objectives. The CAPER is available for public comment from 15 days from Jan 15, 2026.  A hard copy can be available by contacting Breasha Pruitt. Assistance can be provided to those with limited English speaking capabilities or individuals with hearing or vision impairments. Written comments concerning the CAPER can be submitted through Jan 30, 2026 to Breasha Pruitt, Project Coordinator/CDBG Coordinator, 222 First Street, Henderson KY 42420. Funds

The majority of the grant funds administered by the Community Development Division are through CDBG funds, which are funded by the U.S. Department of Housing and Urban Development (HUD). Main areas of the CDBG program assist eligible low- to moderate-income households / persons with housing needs and provide neighborhood infrastructure improvements, public service enhancements, and public facility improvements.


The City of Henderson is an entitlement community and receives funding each year. However, the Community Development Division must prepare and submit to HUD a consolidated plan, which is a five-year plan identifying community needs and strategies to address those needs. The Community Development Division must also submit an annual action plan that identifies specific projects to be undertaken the upcoming year, along with an annual year-end report identifying activities completed.


Responsibilities

The Community Development Division is responsible for client intake, client consultations, financials, contract preparation, labor compliance, environmental compliance, submission of a sundry of federal reports, fair housing administration, bid development, procurement, federal compliance with civil rights acts, and other functions related to the successful management of CDBG and HOME grants.
